People in North Carolina can sign up for the state's high risk insurance pool beginning this week, a program hailed as a major step forward to provide access to health care for people who can't afford it.
The program, called Inclusive Health, is an important and well-intentioned step that could help several thousand people in the state with chronic illnesses afford basic health care, but calling it a major leap forward might be an overstatement.
The pool will primarily help people with serious health problems who lose their employer-based coverage and can't afford the high premiums insurance companies demand for an individual policy.
