Ok, I just went by Beaver Lake on Merrimon Ave. In the half mile between the library and Glen Falls Road there were:
three Asheville Police cars
three State Tooper cars
one undercover Impala car

I saw them too, and I doubt that it was a speed trap. I imagine something else was going on. State troopers don't set up speed traps in the city limits as far as I know . . .
